I believe it would be under 'livejournal' in the left-banked menu as 'friends' or the ... next to 'friends' under 'livejournal'. You can set up your filters on that.
As for the second question, that is entirely up to you. For me, this is -my- journal and I choose who sees what. I have real life friendships or acquaintance relationships with many of the people on my list, and frankly, they don't need to know about, say, my last one-night stand. I'm sure she wouldn't be ticked off if you shared the contents of her present with your 'friends'...
